Do I need an appointment to visit the Consulate General in Sydney?
Yes, but only for Indonesian passport applicants. Appointments are booked at https://indonesiainsyd.go.id/. Passport applicants must attend in person because biometric data has to be captured.
What about consular, affidavit and visa applications?

Is there an additional requirement when sending documents?
Yes. Everyone applying for immigration services (passport, affidavit, visa) or consular services (legalisation of civil registry documents, powers of attorney, trade documents, certificates) must enclose a return envelope (registered or express post), because completed documents are returned by mail. For passport applications the return envelope is handed over when the documents are lodged at the Consulate General.
