After marrying an Indonesian citizen (WNI), many couples assume that the foreign spouse (WNA) can immediately reside in Indonesia. In reality, marriage does not automatically grant residency rights.
To reside legally in Indonesia, the foreign spouse must obtain a visa and a residence permit in accordance with Indonesian immigration regulations.
So, which visa is required? What are the differences between VITAS, KITAS, and KITAP? Read the complete guide below.
VITAS, KITAS, and KITAP: What Is the Difference?
Before applying, it is important to understand that VITAS, KITAS, and KITAP are three distinct documents.
| Document | Function | Validity Period |
|---|---|---|
| VITAS (Limited Stay Visa) E31A | Visa for entering Indonesia with the intention to reside | Valid for 90 days from issuance for entry into Indonesia |
| Spouse KITAS (ITAS) | Temporary residence permit for foreign spouses married to Indonesian citizens | Generally 1 or 2 years; renewable |
| KITAP (ITAP) | Permanent residence permit | Valid for 5 years; renewable |
Simply put, the application process follows this sequence:
Marriage → Apply for VITAS → Enter Indonesia → Obtain Spouse KITAS → Apply for KITAP (if eligible).
1. Limited Stay Visa (VITAS) E31A
A Limited Stay Visa (VITAS) is a visa used by foreign nationals to enter Indonesia with the intention of residing there for a specific period—for instance, due to marriage to an Indonesian citizen, employment, study, or investment.
For the VITAS for spouses of Indonesian citizens (E31A), the visa is generally valid for 90 days from the date of issuance. This means the visa holder must enter Indonesia within that 90-day window. If not used within this timeframe, the visa will expire, and a new application must be submitted.
For Indonesian-foreign couples, the VITAS serves as the initial step toward obtaining the Spouse KITAS. Applications for a VITAS are submitted via the Directorate General of Immigration's eVisa system.
2. Family Reunification KITAS (Spouse KITAS)
After entering Indonesia using a VITAS, a foreign spouse can obtain a Family Reunification KITAS (Spouse KITAS) sponsored by their Indonesian spouse.
Once the VITAS is converted into a Spouse KITAS (E31A), the residence permit is generally valid for:
1 year or 2 years,
depending on the permit granted by Immigration, and is renewable. Upon meeting certain requirements (such as having been married for a specified period), the Spouse KITAS holder may apply for a KITAP (permanent residence permit).
What Is a Spouse KITAS?
A Spouse KITAS is a residence permit granted to a foreign national who is legally married to an Indonesian national.
With this residence permit, the foreign spouse can:
- Reside legally in Indonesia.
- Exit and re-enter Indonesia in accordance with the terms of the held permit.
- Handle administrative matters such as obtaining a Tax ID (NPWP), opening a bank account, or getting a driver's license (SIM), provided the requirements are met.
- Apply for a KITAP (Permanent Stay Permit) after meeting the applicable requirements.
It is important to understand that a Spouse KITAS is not a work permit. If the foreign spouse wishes to work in Indonesia, they must comply with applicable immigration and labor regulations.
Requirements for Applying for a Spouse KITAS
Although requirements are subject to change, the generally required documents include:
From the Indonesian Spouse
- KTP (Indonesian ID Card).
- Family Card (Kartu Keluarga).
- Marriage Book or Marriage Certificate.
- Sponsorship letter.
- Proof of domicile (if requested).
From the Foreign Spouse
- Valid passport.
- Marriage certificate.
- Passport-style photos.
- Other supporting documents as requested by the Directorate General of Immigration.
If the marriage took place abroad, ensure that the marriage has been reported or registered in accordance with Indonesian regulations.
What Are the Costs for Processing VITAS and Spouse KITAS?
The costs consist of visa fees and residence permit fees.
For reference:
| Document Type | Official Fee* |
|---|---|
| VITAS | Subject to official rates based on the type of visa applied for |
| Spouse KITAS (1 Year) | IDR 6,000,000 |
| Spouse KITAS (2 Years) | IDR 8,500,000 |
| KITAP (5 Years) | IDR 13,500,000 |
*Does not include costs for document translation, apostille/legalization, or agency fees if a third party is used.
Rates are subject to change at any time in accordance with government regulations.
Marrying an Indonesian citizen does not automatically grant the foreign spouse the right to reside in the country. To live legally in Indonesia, the foreign spouse must go through several stages: applying for a VITAS, obtaining a Spouse KITAS, and eventually applying for a KITAP once the requirements are met.
